POSITION PROFILE:
The Trade Licensing and Operations Manager will oversee all import and export transactions for designated DSI Business Units (BUs) and lead trade compliance operations projects. This role reports to the DSI, Director of Trade Compliance and is responsible for assuring compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR) and with the SAFRAN Group’s policies on import and export compliance.
RESPONSIBILITIES:
- Serve as an Empowered Official for DSI
- Manage DSI Trade Specialist
- Oversee all import (permanent and temporary) for certain DSI BUs
- Facilitate all export activity for certain DSI BUs, to include but not limited to, obtaining ITAR and EAR licenses, TAAs, MLAs and approving exemptions or exceptions, reviewing and approving transfers of technical data and exports of hardware and defense services
- Develop DSI-wide license and agreement management policies and procedures
- Complete jurisdiction and classification determinations for hardware, software, technical data/technology, and defense services.
- Prepare export license applications and authorizations, including Department of Commerce licenses, DSP-5s, DSP-73s/61s, TAAs, and exemptions and exceptions.
- Work with freight forwarder and U.S. Customs Broker to ensure that export and import documentation (e.g., shipping export declarations, AES transmissions, etc., entry documentation) are properly completed, audited for accuracy and maintained in accordance with record retention requirements.
- Develop internal forms and workflows to facilitate trade transactions, requests, and recordkeeping.
- Participate in compliance audits and/or investigations of export and import activities.
WHAT YOU’LL NEED TO BE SUCCESSFUL:
- Minimum five (5) years of solid experience in ITAR, EAR, U.S customs, OFAC and FCPA compliance
- Must have detailed knowledge and experience with ITAR, EAR, OFAC, FCPA and Customs
- Experience applying for and managing TAAs
- Direct and extensive experience in Departments of State and Commerce export licenses and agreement preparation, submission, management, and recordkeeping
- Experience in determining export classifications, to include specially designed analysis
- Understanding of Microsoft Office applications including Word, PowerPoint, Microsoft Project and Excel
- Need ability to effectively use database programs
This role requires access to export-controlled information and applicants must be U.S. Persons. DSI’s ability to employ non-U.S. Persons in this role is dependent upon U.S. Government approval and export authorization.
IDEALLY, YOU’LL ALSO HAVE:
- Experience with working in an ITAR environment
- A S or TS clearance
