POSITION PROFILE:

The Import & Export Manager or Senior Manager will serve as Deputy to the DSI Director of Trade Compliance and is responsible for assuring compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR) and with the SAFRAN Group’s policies on import and export compliance.

 

RESPONSIBILITIES:

  • Serve as an Empowered Official for DSI and Deputy to DSI Director of Trade Compliance
  • Manage DSI Trade Specialist
  • Oversee DSI import program and develop DSI import policies and procedures to ensure correct HTS/Schedule B entries and duties paid, duty free entries are claimed when available, compliance with Chapter 98 exemptions and all recordkeeping requirements.
  • Oversee DSI freight forwarders and broker performance, initiate preferred freight forwarder program.
  • Work closely with Safran foreign affiliates to facilitate duty free entry tokens, FDA certifications for laser imports and FDA annual reports.
  • Manage carnets and carnet resolutions to avoid penalties and fines.
  • Develop DSI-wide hardware export policies and procedures, ensuring compliance with all export recordkeeping requirements.
  • Stay current with new and changing trade regulations, analyze potential impacts to DSI and prepare briefs for DSI businesses and leadership, especially in the areas of imports and tariffs.
  • Manage DSI Denied Party Screening (DPS) processes, sanctions programs and Know Your Customer (KYC) initiatives.
  • Support DSI Legal on third-party vetting activities, as required.
  • Complete jurisdiction and classification determinations for hardware, software, technical data/technology, and defense services.
  • Prepare export license applications and authorizations, including Department of Commerce licenses, DSP-5s, DSP-73s/61s, TAAs, and exemptions and exceptions.
  • Work with freight forwarder and U.S. Customs Broker to ensure that export and import documentation (e.g., shipping export declarations, AES transmissions, etc., entry documentation) are properly completed, audited for accuracy and maintained in accordance with record retention requirements.
  • Develop internal forms and workflows to facilitate trade transactions, requests, and recordkeeping.
  • Support DSI-wide export classifications.
  • Participate in compliance audits and/or investigations of export and import activities.

  • One direct report

 

WHAT YOU’LL NEED TO BE SUCCESSFUL:

  • Minimum five (5) years of solid experience in ITAR, EAR, U.S customs, OFAC and FCPA compliance
  • Must have detailed knowledge and experience with ITAR, EAR, OFAC, FCPA and Customs
  • Experience managing freight forwarders and brokers
  • Direct and extensive experience in Departments of State and Commerce export licenses and agreement preparation, submission, management, and recordkeeping
  • Experience in determining export classifications, to include specially designed analysis
  • Experience in trade compliance audits and assessments
  • Understanding of Microsoft Office applications including Word, PowerPoint, Microsoft Project and Excel
  • Need ability to effectively use database programs
  • This role requires access to export-controlled information and applicants must be U.S. Persons. DSI’s ability to employ non-U.S. Persons in this role is dependent upon U.S. Government approval and export authorization.  

 

IDEALLY, YOU’LL ALSO HAVE:

  • A S or TS clearance
  • Experience working in an ITAR environment
  • Experience with SAP, SalesForce, BOX and other file transfer tools
